SHOPS / HANSHEP Project: Technical Assistance to Access Afya

Scope of Work: Product Development and Pricing Consultant

Background: 
Strengthening Health Outcomes through the Private Sector (SHOPS) Project is a global five-year USAID-funded project, which aims to expand the role of the private sector, including NGOs and for-profit entities in the sustainable provision and use of high-quality health information, products and services.

The SHOPS Project Kenya is centered on three main technical component areas aimed to:

  • Strengthen the enabling environment for increased health care access in the private sector;
  • Identify, expand and improve financing options for increased private sector health care coverage; and
  • Initiate, implement, and scale up innovative and sustainable private sector health models for improved service delivery.
  • Access Afya is a social enterprise creating a network of high-tech health centers that provide consultations, information, on-site diagnostics, and authentic medication whose mission is to improve healthcare options for low-income Kenyans.

Access Afya is being supported by SHOPS as a grantee benefitting from the HANSHEP Health Enterprise Fund to enable it to increase its reach to more clients within its catchment area.

The HANSHEP Health Enterprise Fund was created with support from the Rockefeller Foundation and is funded by United States Agency for International Development (USAID) and Department for International Development (DFID).

It is implemented by the SHOPS project and aims to uncover innovative and replicable solutions that address critical health priorities in Sub-Saharan Africa. SHOPS/HANSHEP seeks a product development and pricing consultant who can advise Access Afya on piloting of new product bundling options and sustainability strategies as well as provide recommendations on how to improve the sustainability of the clinics.

There are two initiatives for demand creation through the following pilot initiatives:

Design and implementation of a card based membership program for Access Afya clients that includes discounts and health promotion services
Design and implementation of a medical scheme for bundled maternal health services

Scope of work

  • The Consultant will be responsible for the following scope of work for each of the above pilots;
  • Development of an analysis plan and presentation to Access Afya
  • Collection of data from Access Afya including but not limited to the following: target market, product features, technical and operational capacity of Access Afya, key financial records, health utilization trends, and customer trends and preferences.
  • Analysis of collected data and generation of relevant recommendations
  • Presentation of results to Access Afya
  • Offer advice and guidance to Access Afya on implementation of recommendations during piloting
  • Project coordination and supportive supervision over the implementation of the pilot projects
  • Assessment of pilot after implementation and provide recommendations pertaining scale up

Qualifications

  • This role demands an entrepreneurial individual with a high level of empathy, self-motivation, and flexibility.
  • Our pace is fast, our processes fluid, and our environment less than traditional. We are looking for someone who is quick, enthusiastic, and has an extremely high level of detail and organization.
  • He/she will represent Access Afya in a spirited and professional manner, both internally and with partners receiving technical assistance to develop innovative models for health care financing.
  • No two days are alike, and this individual is navigating his/her way through it all with confidence, problem-solving, and hopefully, a sense of humor.
  • MD / MA / MBA / MPH with 4 to 7 years of experience
  • At least 5 years of professional experience in the health care industry; preference given to individuals with experience in the development, implementation, and evaluation of health service delivery programs.
  • Demonstrated commitment to training, management consulting, as well as capacity building for large health insurance companies required.
  • Experience in business planning, development, and proposal writing required.
  • Excellent interpersonal and communication skills, superior writing skills, flexibility, able team player, self-directed.

Level of effort: This Consultancy is expected to take 40 days of the Consultant’s time.
