SHOPS Project: Technical Assistance to Ruaraka Uhai Neema Hospital

Scope of Work: Health Microinsurance Consultant

Ruaraka Uhai Neema Hospital (RUNH) is a Mother and Child Health-focused, faith-based hospital promoted by World Friends INGO which offers basic and comprehensive emergency obstetric care to residents in Nairobi North.

RUHN is supported by the Strengthening Health Outcomes Private Sector Project (SHOPS) as a grantee benefitting from the HANSHEP Health Enterprise Fund to enable it increase its reach to more people within its catchment area.

The HANSHEP Health Enterprise Fund was created with support from the Rockefeller Foundation and is funded by the United States Agency for International Development (USAID) and Department for International Development (DFID).

The funding vehicle is implemented by the SHOPS project and aims to uncover innovative and replicable solutions that address critical health priorities in Sub-Saharan Africa.

Given SHOPS’ technical experience in healthcare finance and microinsurance, SHOPS is conducting the recruitment for the health microinsurance consultant on behalf of RUHN. RUNH seeks a microinsurance consultant to design new health financing mechanisms and/or leveraging existing microinsurance products to ensure that RUHN meets its target of reaching low-income women living in the slums with maternal and child care health services.

Scope of work
The consultant will be responsible for the following scope of work listed into two components:

A. Investigating the feasibility of new health financing mechanisms and microinsurance products.

This entails conducting a market assessment of women living in slum settlements within RUHN’s catchment area to advise RUHN on:

  • Identifying potential product designs and benefit packages. Among various options, the consultant should consider bundling prenatal and uncomplicated delivery services in partnership with primary care partnering clinics with referral mechanism to RUHN for complicated/emergency cases.
  • Identifying potential health insurance providers to underwrite potential products.
  • Support RUNH in engaging few selected insurance providers and initiate concrete discussion.
  • Identifying new referral mechanisms by partnering primary level clinics that would support the above.
  • Creation of a business case justifying the potential of the new product.
  • Design of a marketing and distribution strategy for the new product.
  • Leveraging on existing products and health financing mechanisms:
  • Identify already existent products and health financing mechanisms that could be leveraged by RUHN to increase access to its services by target populations within its catchment area.
  • Identifying potential partnerships with health insurance providers that can aid RUHN meet its objectives.
  • Identifying new referral mechanisms in partnership with partnering primary level clinics that would support the above.
  • Support RUNH in engaging few selected insurance providers and initiate concrete discussion.


  • This role demands an entrepreneurial individual with a high level of empathy, self-motivation, flexibility and autonomy.
  • Our pace is fast, our processes fluid, and our environment less than traditional.
  • We are looking for someone who is quick, enthusiastic, and has an extremely high level of detail and organization.
  • He/she will represent RUHN in a spirited and professional manner, both internally and with partners receiving technical assistance to develop innovative models for health care financing.
  • No two days are alike, and this individual is navigating his/her way through it all with confidence, problem-solving, and hopefully, a sense of humor.
  • MD / MA / MBA / MPH with 4 to 7 years of experience
  • At least 5 years of professional experience in the health care industry; preference given to individuals with experience in the development, implementation, and evaluation of health financing programs.
  • Demonstrated commitment to training, management consulting, as well as capacity building for large health insurance companies required.
  • Experience in business development and proposal writing a strong plus.
  • Excellent interpersonal and communication skills, superior writing skills, flexibility, able team player, self-directed.
  • Level of effort: This Consultancy is expected to take a maximum of 50 days of the Consultant’s time.
