The National Council for Persons with Disabilities (NCPWD) is a State Corporation established in November, 2004 by an Act of Parliament (Persons with Disabilities Act 2003) with the mandate to formulate and implement policies that are geared towards mainstreaming persons with disabilities to the National economy.To achieve this mandate, the Board seeks to fill the following positions which have fallen vacant

Job Summary: 
Reporting to the Council Board, the Executive Director will provide visionary leadership through implementation of the Board’s decisions in a results oriented and timely manner to achieve the Corporation’s goal, objectives and agreed performance targets.

Core Duties and Responsibilities
The successful candidate will:

  • Ensure that NCPWD has a long-range strategy which achieves its Mission, and towards which it makes consistent and timely progress.
  • Publicize the activities of the organization, its programs and goals.
  • See that the Board is kept fully informed on the condition of the NCPWD and all important factors influencing it
  • Responsible for the day today management of the Council affairs
  • Serving as the Secretary to the Council Board
  • Providing leadership and strategic direction in developing program, organizational and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by the Board.
  • The accounting officer of the Council;
  • Serve as the link between the Board and the members of staff;
  • facilitating and recommending to the Board the long term strategies, business plans and annual operating budgets and establishing proper internal monitoring and control systems and procedures;
  • Implement and review the strategic plan to advance the organization’s vision, mission and objectives;
  • Ensure compliance and implementation of the Persons with Disabilities Act, 2003 and other national and international instruments relevant to Persons With Disabilities;
  • Collaborate with key local, international partners and other stakeholders to promote the rights and development of persons with disabilities;
  • Oversee the implementation of organization operational procedures, policies and standards;
  • Oversee operations of the Council including management of the Council assets including Human, Financial and other resources;
  • Ensure that annual systems Audit is conducted and recommendations addressed;
  • Ensure continuous improvement in the quality and value of services and products provided by the Council;
  • Fostering a corporate culture that promotes ethical practices and good corporate citizenship;
  • Acting as the principal spokesperson of the Council.
  • Developing, motivating, deploying and retaining talented staff of the Council through succession management, performance appraisal and personal development
  • Developing and strengthening local and international partnerships
  • Mobilizing of resources, deploying and effective utilization of the same
  • Undertaking any other duties as may be directed by the Board

Job Requirements
The successful candidate shall be a Kenyan citizen with:

  • A Masters degree in any of the following fields; Strategic management, Social Sciences, political science, development studies, human rights, communication or other related to the job
  • Post graduate qualification in management will be an added advantage.
  • Atleast 10 years experience in organization management of public or private instututions
  • Strong leadership, team player and organisational skills
  • Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights.
  • Experience in strategic planning and execution at a senior level.
  • Knowledge of performance contracting, negotiating and change management.
  • Good public relations skills.
  • Good communication and interpersonal skills.
  • Ability to motivate teams and simultaneously manage several projects.
  • A person of high integrity;
  • A strategic thinker.
  • Must meet the requirements of Chapter Six of the Constitution of Kenya, 2010

Candidates shortlisted for interview must submit:

  • Certificate of good conduct from the Directorate of Criminal Investigations (DCI)
  • Clearance letter from Higher Education Loans Board (HELB)
  • Tax compliance certificate from Kenya Revenue Authority (KRA)
  • Clearance by the Ethics and Anti-corruption Commission (EACC)
  • Certificate of Recognition and Equation from the Commission of University Education for those with foreign degrees
  • Clearance from the Kenya Credit Bureau services
Terms of Service: 
3 years contract renewable upon successful performance
